Project Overview:

The Ar Rjum Project comprises a green field gold project with three open pit mining operations with associated waste dumps and ore stockpile, a processing plant, tailings management facilities, and supporting infrastructure including water supply, power supply, maintenance facilities, offices, temporary and permanent accommodation village.

The Project is situated within the Central Arabian Gold Region, approximately 200 km north-east of Taif towards Riyadh and about 26 km South of Al Mouwayh, which is a small town situated on the Jeddah - Riyadh highway.

Job Summary:

The Materials Manager provides expertise, advice, and direction for project and field materials management activities during the front-end stage of the project to ensure the overall organizational effectiveness among all functions responsible for the materials management process. Establishes policy and monitors and approves the development of execution plans involving automated and manual material management and inventory control systems in accordance with project and corporate processes and procedures. Plans, directs, coordinates, and monitors personnel actions for material management staff.

Major Responsibilities:

• Maintains direct working relationships with Project Management, Project and Field Engineering, Construction, Project Controls, Project and Field Procurement personnel, and the Customer to ensure mutual understanding, development, and attainment of objectives, plans, and requirements for materials management of the project.
• Reviews the initial master schedule, detailed timing and sequence of each functional group, and actual progress of each group to confirm that materials meet required delivery dates. Reviews any schedule revisions for impacts and participates in the development of contingency planning.
• Ensures adherence to the Project Execution Plan and that key activities are performed in the right sequence.
• Coordinates the project plan for identifying major equipment and bulk materials with Engineering. Identifies what information can be imported from Engineering programs, and that tag numbers are compatible with the automation program fields.
• Collaborates with DSCS automation coordinator to ensure data flows properly from Engineering to populate all systems throughout the Supply Chain.
• Utilizes the materials components of the project Automation Plan (used by functional groups) to monitor related data transfers between the functional groups.
• Ensures that items on the equipment list have been identified for requisition and purchase, and that requisition issue dates support project detail schedules. Deploys Project Pre-Buy strategy as required and monitors Engineering progress in the preparation and issuance of material requisitions.
• Identifies any bespoke or potentially lengthy approval requirements that could impact the timely issuance of the key engineering deliverables that drive the materials work process.
• Issues the Material Responsibility Matrix (MRM) to reflect the agreed division of functional responsibilities for material activities including deviations or changes among project, support, and field offices. 
• Prepares and implements project specific Materials Management Plan (procedure) with respect to applicable commodity groups, within area of responsibility for use by the functional groups including automation interfaces on materials related transfers in accordance with Corporate policy, processes, and procedures.
• Interfaces between Construction and Procurement functions to identify, requisition and establish delivery dates for material requirements resulting from design changes, rework, contingency/work arounds, scope changes, or materials missed in Engineering take-offs.
• Monitors Procurement reports and activities to ensure that purchasing and expediting are working effectively to maintain milestone schedule dates.
• Reviews plans at the jobsite for adequacy of material warehousing, maintenance, control and handling. Ensures efficiency of all material issue to Construction.
• Coordinates with Construction and Field Procurement the plans for material identification, material availability in support of installation plans, and equipment requiring special handling at the site.
• Formulates specialized training and career development programs necessary to assure that all assigned material management personnel are properly trained and qualified.
• Prepares annual reviews regarding performance for assigned Material Planners and Coordinators.
• Prepares or assists in the preparation of work hour estimates and organizational charts for the project and obtains management approval. Establishes long-range personnel requirements and coordinates timely staffing of positions. Monitors personnel utilization throughout the duration of the project.
• Accountable for developing, executing, and maintaining the Field Material Procedure to ensure proper material handling and compliance.

Education and Experience Requirements:

• Requires a bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
• Experience with applicable Bechtel policies, instructions, and Procurement procedures and guidelines highly desirable.
• Knowledge and experience in the use of digital supply chain systems, Engineering tools and other project data systems.
• Prior experience in major global, direct hire and contract management projects, which include Engineering, Procurement and materials control activities.

Required Knowledge and Skills:

• Seasoned, experienced professional with a full understanding of materials management, and resolves a wide range of complex issues in creative and effective ways
• Advanced knowledge of all procurement operations related to the management of materials at area, regional, temporary and jobsite office locations
• Advanced knowledge of Engineering and Construction activities and deliverables including a knowledge of Standard Work Process Procedures related to materials management functions.
• Effectively collaborates and coordinates with Construction and Field Procurement, the plans for material identification, material availability in support of installation plans, and equipment requiring special handling at the site.
