Project Manager - Permits & Licenses Coordination

Air Products is seeking an Interface Coordinator for the NEOM Green Hydrogen project, a large‑scale green energy venture in Saudi Arabia. The role focuses on managing interface coordination, facilitation, and delivery of the facility operator (FO) permits in accordance with Saudi Arabian laws and regulations. This is a site‑based position located in Duba, Tabuk Region, working on an 8‑week ON / 2‑week OFF rotation.

Responsibilities

• Coordinate interface management and delivery of contractor scope related to FO permits under Saudi Arabian regulations.
• Collaborate with engineering, project controls, project management, commissioning, commercial, and interface teams, consultants, sub‑contractors, and the facility operator.
• Resolve RFI, change management, and conflict resolution, and manage consultants/contractors.
• Track project deliverables using business tools and support the Senior Project Manager with risk management and interface management.
• Ensure stakeholder involvement during stage‑gate approval prior to permit submission.
• Develop, coordinate, and track micro‑schedule for employer permit readiness and facilitate proactive risk management.
• Coordinate compliance with KSA regulations (HCIS/SAIS, HCIS‑SAF, SEC/SAIS) and permitting authorities to deliver contract obligations.
• Manage contractor and third‑party support for employer permitting application development and review.
• Coordinate with the facility operator to fulfill permitting process requirements and consolidate application documentation.
• Ensure sub‑contractor equipment training requirements are met for the permit final application package submission.
• Consult with commercial, legal, and training teams to provide guidance and manage stakeholder requirements.

Qualifications

• Graduate in Science or Engineering (Bachelor’s degree).
• Minimum of ten years of experience in project execution on large‑scale EPC projects in Saudi Arabia.
• Deep knowledge of HCIS regulations and all stages of SAF and SEC/SAIS directives.
• Proven experience in Saudi Arabian permitting processes.
• Self‑motivated, result‑oriented, and proactive with a strong ability to influence team members and customers.
• Excellent organizational, problem‑solving, written, and verbal communication skills.
• Experience managing stakeholder relationships and a transparent, inclusive, collaborative approach to project success.
• Preferable experience with complete project life cycle as an owner/facility operator and familiarity with contract language and sub‑contract administration.
• Arabic language speaking and writing skills are an advantage.
