Tendering and Proposals Engineer

Job Overview:

We are seeking a skilled and experienced Tendering & Proposals Engineer to join our team. The ideal candidate will have expertise in preparing and managing tender submissions, conducting cost estimations, and liaising with suppliers and subcontractors to ensure the successful acquisition of construction projects. This position requires in-depth knowledge of the Saudi construction market and the tendering process, ensuring that proposals are accurate, competitive, and meet client requirements.

Key Responsibilities:

1. Manage the full tendering process, from receiving RFPs (Request for Proposals) to submitting completed tenders.
2. Analyze tender documents, including drawings, specifications, and contract terms, to ensure a full understanding of project requirements.
3. Prepare and compile all necessary documentation for tender submissions, ensuring compliance with client requirements and deadlines.
4. Estimate project costs accurately during the tendering phase, considering all aspects of construction, labor, and materials.
5. Coordinate with project teams, subcontractors, and suppliers to gather information and ensure accuracy in cost estimation and proposal preparation.
6. Collaborate with internal departments to define project scope, schedule, and resource allocation.
7. Evaluate and compare supplier and subcontractor bids to recommend the best options based on cost, quality, and delivery time.
8. Negotiate terms and agreements with suppliers and subcontractors to ensure favorable conditions for the company.
9. Prepare technical and financial proposals, ensuring that they align with client expectations and company capabilities.
10. Maintain an organized and up-to-date database of tender submissions, suppliers, and subcontractor information.
11. Monitor and report on the status of tender submissions, ensuring all deadlines are met and project updates are communicated effectively to management.

Qualifications and Skills:

1. Bachelor's degree in Civil Engineering, Architecture, or a related field.
2. 2-3 years of experience in the tendering and proposals process within the construction industry.
3. Strong understanding of the tendering process, including cost estimation and technical proposal preparation.
4. Familiarity with Saudi construction standards, regulations, and the Etimad platform.
5. Proficiency in Microsoft Office, cost estimation software, and other related tools.
6. Excellent communication, negotiation, and organizational skills.
7. Ability to work under pressure and meet tight deadlines.
8. Detail-oriented with strong analytical and problem-solving abilities.
9. Fluent in English and Arabic.
