Project Controls Manager - Design

Job Description

We're looking for an experienced and detail-oriented Project Controls Manager to lead the design consultant scope on our strategic projects in Riyadh, Saudi Arabia. In this role, you will serve as a key leader responsible for establishing and maintaining comprehensive project controls, managing budgets and schedules, and ensuring alignment between design consultants and project objectives. You will drive performance excellence through analytical rigor, decisive decision-making, and collaborative stakeholder engagement.

• Lead and oversee all aspects of design consultant scope management, including contract administration, deliverable tracking, and performance monitoring
• Develop, implement, and maintain project controls frameworks, including earned value management systems and key performance indicators
• Manage project budgets and cost controls, analyzing variances and implementing corrective actions to ensure financial performance
• Create and maintain detailed project schedules, identifying critical paths and managing timeline risks
• Conduct comprehensive risk analysis and develop mitigation strategies for design-related project activities
• Prepare and present regular performance reports to senior leadership and stakeholders, highlighting key metrics and trends
• Coordinate with design teams, engineering departments, and external consultants to ensure scope alignment and quality standards
• Monitor and control project changes, ensuring proper documentation and impact assessment
• Identify opportunities for process improvement and implement best practices in project controls
• Mentor and support project team members in controls methodologies and tools

Qualifications

**Required Skills & Experience:**

• 15 years of professional experience in project controls, project management, or related field
• 5+ years of direct experience managing design consultant scopes on complex projects
• Advanced proficiency in project management tools such as Microsoft Project, Primavera P6, or equivalent
• Expert-level skills in Microsoft Excel, including data analysis and reporting
• Strong knowledge of earned value management (EVM) principles and applications
• Demonstrated expertise in budget forecasting, cost analysis, and financial controls
• Proven ability to develop and manage project schedules with multiple dependencies
• Excellent stakeholder management and communication skills across all organizational levels
• Strong analytical and problem-solving capabilities with attention to detail
• Experience with contract management and consultant performance evaluation

**Preferred Skills & Experience:**

• Experience working on projects in Saudi Arabia or the Middle East region
• Familiarity with SAP, Oracle, or similar enterprise resource planning systems
• Knowledge of design consulting industry standards and practices
• Experience with agile or hybrid project management methodologies
• Background in change management and organizational process improvement
• Certification in project management (PMP, PRINCE2, or equivalent)
