Senior Officer – Learning & Development

Job Summary

The Senior Officer – Learning & Development is responsible for planning, coordinating, and executing learning and development initiatives that enhance employee capabilities and support business objectives. The role ensures the effective delivery of training programs, monitors learning outcomes, and supports talent development initiatives while maintaining compliance with organizational and regulatory training requirements.

Job Responsibilities

Learning & Development Planning

• Develop and implement the annual Learning & Development plan aligned with business objectives.

• Conduct training needs analysis in collaboration with department heads and business stakeholders.

• Identify capability gaps and recommend appropriate learning solutions.

• Support the continuous improvement of the organization's learning strategy.

Training Programs

• Coordinate internal and external training programs, including mandatory, technical, leadership, and professional development programs.

• Organize training schedules, venues, logistics, and communications.

• Manage employee training nominations and participation records.

• Ensure timely delivery of learning initiatives across the organization.

Learning Effectiveness

• Monitor training effectiveness through feedback, assessments, and post-training evaluations.

• Analyze learning outcomes and recommend improvements to maximize training impact.

• Maintain accurate learning records and employee training histories.

Talent Development

• Support employee development initiatives, career development programs, and succession planning activities.

• Assist in designing and implementing individual development plans (IDPs).

• Collaborate with business leaders to identify high-potential employees and development opportunities.

Vendor Management & Budget

• Manage relationships with external training providers and learning partners.

• Coordinate training quotations, agreements, and service delivery.

• Monitor training budgets and ensure cost-effective utilization of learning resources.

Compliance & Reporting

• Ensure compliance with regulatory, mandatory, and organizational learning requirements.

• Maintain training documentation and ensure accurate reporting.

• Prepare Learning & Development reports, dashboards, and KPIs for management review.

• Monitor completion rates and follow up on mandatory training compliance.

Collaboration

• Work closely with HR Business Partners, department heads, and business leaders to support organizational development initiatives.

• Support HR projects and continuous improvement initiatives related to talent and learning.

• Promote a culture of continuous learning across the organization.

Job Requirements

Education

• Bachelor's degree in Human Resources, Business Administration, Organizational Development, Education, or a related field.

Experience

• 4–6 years of experience in Learning & Development, Talent Development, HR Development, or a related HR function.

• Experience in coordinating corporate training programs and learning initiatives.

• Experience working with Learning Management Systems (LMS) is preferred.

Technical Skills

• Knowledge of Learning & Development methodologies and best practices.

• Experience in training needs analysis and competency development.

• Familiarity with Learning Management Systems (LMS).

• Strong reporting and analytical skills.

• Proficiency in Microsoft Office applications, particularly Excel and PowerPoint.

• Excellent communication and presentation skills.
