Saipem is a global leader in engineering and construction of major projects for the energy and infrastructure sectors. The Commissioning Engineer will join the onshore Juaymah Plant project in Saudi Arabia.

Project: Juaymah Plant

Location: Ras Tanura, Estern Province of Saudi Arabia

Contract Duration: 6 months (renewable)

Mission

Perform technical tasks assigned by the Project Commissioning and Operation Lead, including preparation of pre-commissioning, commissioning, start-up, test run, training and operation activities. Interface with engineering disciplines, licensors, vendors and subcontractors. Execute design activities relevant to QA and QC certification, fire‑fighting system response and control, HSE system control, Integrated Control System development, production strategy development, marketing analysis, maintainability and inspection criteria, and spare parts reliability for cost‑effective and safe operation. Provide engineering support when required and maintain continuous review of the production facilities operations.

Key Tasks

• Ensure all activities under responsibility comply with HSE requirements.
• Support Pre‑Start‑Up Safety Reviews (PSSR) meetings, HSE meetings, etc.
• Perform frequent safety and quality observations in the field and report findings.
• Support preparation of progress reports.
• Assist execution of Pre‑Commissioning, Commissioning and Start‑up activities.
• Identify solutions to technical problems encountered during operations and related HSE issues.
• Coordinate root cause analysis investigations and prepare relevant reports for operational issues affecting HSE, system availability and production.
• Develop transfer of knowledge and relevant solutions, including feedback on implementation across vessels.
• Provide technical overview of production activities throughout the life of facilities to ensure targets are achieved and optimize resources.
• Coordinate operational issues with Corporate Engineering and Procurement departments.
• Prepare and manage planning for minimum shutdown maintenance (budget, manning, materials, etc.).
• Coordinate management of change for any design changes after commissioning and handover to operations.
• Provide technical assistance to Proposal Manager during bidding to ensure operational aspects are considered.
• Assist Pre‑Operations Manager and team during execution of new leased facilities.
• Ensure smooth transition between commissioning and operations at start‑up of new leased facilities, including deliverables and document handover.
• Review and comment operating manuals and procedures.
• Maintain updated engineering documentation during commissioning and operations.
• Update procedures and standards to incorporate operational experience.

Commissioning Engineering Responsibilities

• Review HSE plan and procedures.
• Review test run procedures and operating manuals.
• Support preparation of pre‑commissioning, commissioning and start‑up plans and procedures, including operating instructions and system dossiers.
• Participate in design reviews (e.g., HAZOP, 3D model reviews, Commissionability review meetings).
• Review commissioning spare parts list and consumables list.
• Prepare purchase requisitions (RdA) and technical evaluations within own sphere of responsibility.

Languages: English language skills required. Other project‑specified languages are a plus.
