Your impact

Jacobs is seeking an experienced HSE Manager to lead all Health, Safety, and Environmental (HSE) activities associated with the construction supervision of Hyperscale Data Center and Mission-Critical Infrastructure projects across the Middle East. The successful candidate will be responsible for developing, implementing, and maintaining project-specific HSE management systems, ensuring compliance with Jacobs' standards, client requirements, local regulations, and international best practices. The HSE Manager will provide strategic leadership to project teams, contractors, and stakeholders while promoting a proactive safety culture focused on achieving zero incidents and ensuring the safe delivery of complex, mission-critical facilities.

Key Responsibilities

HSE Leadership & Management

• Lead the implementation and management of project-wide Health, Safety, and Environmental Management Systems.
• Develop and maintain project-specific HSE plans, procedures, emergency response plans, and safety initiatives.
• Promote a proactive safety culture and ensure continuous improvement in HSE performance across all project activities.
• Serve as the primary HSE advisor to the Project Director, Resident Engineer, Client, and Project Management Team.
• Establish, monitor, and report HSE Key Performance Indicators (KPIs).
• Lead HSE meetings, safety reviews, and performance assessments with project stakeholders.
• Ensure compliance with Jacobs' HSE policies, client requirements, local regulations, and international standards.

Construction Safety Management

• Monitor contractor and subcontractor compliance with approved HSE plans, method statements, risk assessments, and permit-to-work systems.
• Conduct regular site inspections, audits, safety observations, and compliance reviews.
• Verify implementation of safe work practices during all construction activities.
• Monitor high-risk activities including excavation, lifting operations, temporary works, concrete works, structural steel erection, confined space entry, work at height, electrical installations, hot works, and heavy equipment operations.
• Review contractor safety performance and implement corrective actions where necessary.
• Ensure safety requirements are effectively incorporated into daily construction activities.

Data Center & Mission-Critical Safety Oversight

• Provide HSE leadership during the construction, testing, commissioning, and handover of hyperscale data center facilities.
• Monitor safety compliance during the installation and testing of critical infrastructure systems including high-voltage and medium-voltage electrical systems, substations, transformers, UPS systems, battery storage systems, diesel generators, cooling plants, fuel systems, fire protection systems, and ICT infrastructure.
• Support energization management, lockout/tagout procedures, isolation controls, and commissioning safety protocols.
• Ensure safe execution of Integrated Systems Testing (IST), commissioning, and operational readiness activities.
• Identify and mitigate risks associated with mission-critical environments and live infrastructure interfaces.

Risk Management & Incident Investigation

• Lead hazard identification, risk assessments, HAZID workshops, and Job Hazard Analysis (JHA) reviews.
• Review contractor method statements and risk assessments to ensure adequacy and compliance.
• Investigate incidents, near misses, unsafe conditions, environmental events, and property damage occurrences.
• Conduct root cause analysis and develop corrective and preventive action plans.
• Maintain incident reporting systems and ensure timely reporting to management and clients.
• Analyze safety trends and implement proactive improvement initiatives.

Environmental Management

• Ensure compliance with project environmental management plans and local environmental regulations.
• Monitor waste management, pollution prevention, dust suppression, water conservation, and noise control measures.
• Support client sustainability objectives and environmental performance targets.
• Promote environmentally responsible construction practices throughout the project lifecycle.

Training, Audits & Compliance

• Develop and implement HSE training programs, site inductions, toolbox talks, and awareness campaigns.
• Conduct internal audits, contractor audits, inspections, and compliance reviews.
• Ensure compliance with ISO 45001, ISO 14001, client standards, and project-specific HSE requirements.
• Monitor and close audit findings, observations, and corrective action reports.
• Support contractor competency assessments and safety leadership initiatives.

Stakeholder Management

• Liaise with clients, contractors, consultants, authorities, and regulatory agencies on all HSE matters.
• Participate in project progress meetings, executive reviews, and client presentations.
• Prepare and present HSE reports, dashboards, statistics, and performance updates.
• Support authority inspections and facilitate compliance with statutory requirements.

Here's what you'll need

Qualifications & Experience Requirements

• Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, Construction Management, or a related discipline from an accredited institution.
• NEBOSH International Diploma or NEBOSH International General Certificate is mandatory.
• Professional certifications such as CMIOSH, CSP, CRSP, ISO 45001 Lead Auditor, ISO 14001 Lead Auditor, OSHA, or equivalent are highly desirable.
• Minimum 15 years of overall HSE experience on major construction and infrastructure projects.
• Minimum 5 years of direct experience on Hyperscale Data Centers, Tier III/Tier IV Data Centers, Mission-Critical Facilities, Digital Infrastructure Projects, or High-Tech Industrial Developments.
• Demonstrated experience supporting testing, commissioning, energization, and operational readiness activities.
• Strong knowledge of ISO 45001 Occupational Health & Safety Management Systems and ISO 14001 Environmental Management Systems.
• Experience with contractor management, incident investigation, risk assessment, emergency response planning, and behavioral safety programs.
• Strong understanding of GCC HSE regulations, construction safety requirements, and international best practices.
