Tendering Manager

Onbehlaf of our client, we are looking to hire a Tendering Manager to join their team in Riyadh.

Job Summary

To secure winning bids and increase revenues for the company through smoothly coordinating and managing the whole process of producing competitive technical and financial proposals that comply with clients’ requirements, while supporting the delivery of the company’s operational and business plans.

Responsibilities 

• Review Instruction to Tender (ITT) documentation to ensure that no conflict or deviations exist among and between the project requirements.
• Assign project tasks to the various teams within the department to ensure the accurate delegation of responsibilities for qualifying the project for awarding.
• Set and communicate short-term plans mutually with the teams within the department to clarify the needs and priorities of projects for timely and accurate preparation and submission of pre-award documents; and to ensure that all subordinated have studied the tender documents.
• Follow up with subordinates on the pre-tender clarifications to be sent to the client(s) regarding the interpretation of any clauses or parts of the tender documents to ensure that the final submission fit within the frameworks specified by the client.
• Supervise subordinates in the cost estimation process, track progress, and intervene- whenever needed- to advise on the selection of suppliers and subcontractors.
• Liaise with the relevant departments (mainly Planning & Cost Control departments) to discuss the required resources and the time schedule and cash-flow of the project to ensure that submissions are made on time.
• Review the final cost estimation of the projects and obtain the relevant approvals from the Chief Executive Officer (CEO) and Chief Operating Officer (COO).
• Attend the important pre-tender Client meetings.
• Overview the company’s responses to Request for Proposals (RFPs) by revising the technical and financial proposals before being presented to the client to ensure that submissions are made to the required quality.
• Provide the baseline for setting the final budget for awarded projects.
• Ensure a proper hand-over process of the contract documents to the relevant departments (mainly Operations department) to ensure that all relevant project information is neatly and clearly communicated.
• Report to the top management the Tender department’s activities through presenting periodical progress reports on the status of the projects’ cost estimation.
• Maintain regular contact with potential Clients to handle effective pre- and/or post-tender negotiations.

Requirements

Education

• Bachelor’s Degree in Civil or Architecture Engineering.
  

Credentials

•   Project Management (PRMG) is a plus.
•   Training courses in Cost Control, Cost Estimation, and Cost Management is a plus.
•   International Project Management Association (IPMA) or Project Management Professional (PMP) is a plus.
•   Master of Business Administration (MBA) is a plus.

Relevant Work Experience

•  10+ years relevant experience.
•   Working on projects that involved Cost Estimation, Resources Management, Scheduling, and Planning.
• Experience in Multinational Companies and/or in joint international projects is a plus.
