Job Description
Responsibilities
- Support SE engineers in reviewing and developing quality documents, procedures, and checklists.
- Develop, implement, and review quality inspection procedures and quality-related documentation across the asset lifecycle, including design review, FAT, SAT, installation, commissioning, operation, maintenance, and decommissioning.
- Perform Quality Assurance (QA) and Quality Control (QC) inspections for telecommunication equipment within Power Generation and Transmission & Distribution networks up to 380kV.
- Ensure compliance with Saudi Standards and Specifications, international standards, and industry best practices.
- Conduct quality audits, compliance evaluations, gap analyses, and quality verification activities.
- Provide technical inspection expertise for telecommunication systems including FO/OPGW, Pilot Cables, SDH/PDH, MPLS, microwave systems, tele-protection systems, SCADA/SAS communication interfaces, SCADA, SAS, and RTUs.
- Apply quality and inspection management strategies across supplier qualification, EPC projects, testing and commissioning, and maintenance activities.
- Review telecom equipment drawings, technical specifications, and OEM manuals.
- Prepare, review, and maintain technical documentation, inspection reports, and quality records.
- Develop and review Inspection and Test Plans (ITPs), Method Statements, Quality Procedures, Checklists, and Work Instructions.
- Perform Root Cause Analysis and manage Non-Conformance Reports (NCRs).
- Conduct or support Type Testing, FAT, SAT, and commissioning activities for telecommunication equipment.
- Provide expertise in diagnostic assessments and condition monitoring of telecom equipment.
- Ensure compliance with safety and regulatory requirements for telecommunication equipment up to 380kV.
- Support preventive and corrective maintenance activities for telecommunication equipment.
- Apply knowledge of SCADA, SAS, field communication protocols, telecommunication standards, calibration procedures, and safety requirements.
Qualifications
- Bachelor's Degree in Telecommunication Engineering or a relevant Engineering discipline.
- Saudi Council of Engineers Membership is highly preferable.
- Minimum 15-20 years of experience, including at least 5 years in the Middle East, performing Quality Inspection functions in Power Generation and Transmission & Distribution networks up to 380kV.
- Preferred experience with SE, GCC utilities, or equivalent operators in QA/QC inspection activities.
- Demonstrated knowledge of Saudi Standards and Specifications, as well as international standards and best practices.
- Proven experience in developing, implementing, and reviewing quality inspection procedures and quality-related documentation across all phases of the asset lifecycle.
- Fully qualified and experienced in Quality Assurance (QA) and Quality Control (QC) inspections, including inspection methodologies, quality verification processes, quality audits, compliance evaluation, and gap analysis.
- Strong working knowledge of ISO 9001 Quality Management Systems and ISO 55001 Asset Management.
- Thorough knowledge of international standards applicable to Power Generation and Transmission & Distribution telecommunication equipment up to 380kV.
- Familiarity with SE and GCC transmission standards related to materials, engineering, construction, commissioning, and maintenance.
- Strong background in quality management and technical documentation.
- Experience preparing, reviewing, and maintaining technical documentation, inspection reports, and quality records.
- Knowledge of Inspection and Test Plans (ITPs), Method Statements, Quality Procedures, Checklists, and Work Instructions.
- Expertise in Type Testing, FAT, SAT, commissioning, diagnostic assessment, and condition monitoring of telecommunication equipment.
- Professional proficiency in English, both written and spoken.
- Arabic language proficiency is an advantage but not mandatory.
